Cat iiic is not used anywhere because it allowd to land on zero visibility, so if visibility will be zero then after landing pilot's won't be able to see taxiways and aircraft will stuck on runway itself.

In cat 3c, the pilots may not be able to see the extended lights of runway centreline 🙄 due to zero visibility and exiting from the runway to the particular taxiway also may be the issue

With cat3c pilot can land even in nil visiblity but pilots do not see anything when the plane has landed on runway so they cannot leave runway under their own power for taxing and should be towed off. Hence airports have limited their operations to cat3b which still has some value RVR value so that plane can taxi off runway safely

Cat III c is not used because we hardly have any conditions where there is zero visibility.Even if there is zero visibility the ground systems of the aircraft will limit the maneuvering of the aircraft to some extent i.e the plane cannot taxi to the terminal if there is zero visibility.Further it costs a lot to build such equipments.
