that and ALWAYS CHECK LOCAL LAWS. Some cities and towns do have "grace areas" where its alright if the dog is off leash for a minute while ur trying to catch them or ur putting the leash on. For example when I lived in Ottawa the closest library to me had a no leash park behind it (i dont think it was a dog park just a dog friendly park where ur dog didnt have to be leashed) and I remember i was coming out and a dog runs up to me and I ended up stopping looking for his owner. A woman comes up and I ask if this was her dog she said yes and I said "I thought dogs had to be leashed outside community centers?" (the library was in the community center) she said they were and she was chasing her dog who saw a squirrel and took off and thats why as the park behind the community center was no leash. I was fine with it as the dog was very friendly but yeah makes sure u know what the laws are regarding leash and dogs in ur area (and cats for that matter)
