The late Mayor Espinosa was a PDL (or person deprived of liberty) and as such would not have the privilege to "privacy" and the "prison cell", being a place for detention, cannot be an abode of a free or mobile person. Under such a condition, being behind bars, he could not be a dangerous person since the enclosure is under the strict watch and responsibility of the jail guards on a round- the-clock basis. If there really was some SUSPICION as to dangerous materials or objects that might be hidden inside it, the most practical way to check for such things out WAS TO MOVE THE subject- PRISONER OUT and VACATE THE CELL TEMPORARILY and then RELOCATE THE SUBJECT TO ANOTHER HOLDING AREA or DETENTION ROOM, so that a THOROUGH SEARCH COULD BE CONDUCTED PROPERLY TO CLEAR THE AREA of the ISSUE - but not obtain instead a SEARCH WARRANT which would serve no practical purpose in such a situation - other than having it just as pretext for some deadly plans.
