Army has a hand in destabilizing the state as a political hand. Why signing of SoO with armed groups which never had a fight with Indian Army or state police. One of the leader of kuki militants group called KNO is an ex MP of Myanmar, given Indian citizenship. Suspension of Operation (SoO) was signed with 14 odd kuki groups without a single exchange of fire between these militant groups with either Indian army or state forces and placed their designated camps surrounding Imphal valley which has now become buffer zones. Indian forces took the help of kukis to drive out Meitei insurgents demanding freedom. PDA with kuki militants was raised in Myanmar by India providing money, training, arms to fight the junta. So kukis and security forces of India has been in coordination for a decade or so.
