I'm not an expert on this, but Soviet doctrine involved waves, where as Allied doctrine is about sustaining and supporting a constant presence. This "phase" based game mechanic would work better as a faction specific thing: I don't think Allied forces fight like this. Russia uses Push logistics, the Allies use pull logistics. Push logistics: Command estimates how much resources they need ahead of the operation, and they just keep "pushing" reinforcements towards the front, to either replace losses, or to overtake exhausted units. The Push logistics is supposed to push the front line. The reinforcements are meant to relieve or replenish the exhausted units from prior waves. Pull logistics: there are no waves. Units are deployed to the front line and stay there. Units are cycled out periodically. Each deployment can last weeks, or months. Replacements and reinforcements are sent by request, as needed. There is a very heavy support and command structure that towers above the combat units, managing everything in real time. The allies micro manages alot more than the Russian system where units pretty much manage everything from the front lines. Thus you need more commanding officers to lead an allied unit of similar size to a Soviet one. Thus the allies are more top heavy. Very big on inlet and combined arms. Allied units specialize more, and support one another as part of a larger web. Russian units tend to be more autonomous, managing their own logistics more or less, and carrying more material with them into battle. Russia's method is much more reactive, and wasteful. They just throw men and machinery toward the enemy, and leave the planning and execution to the field commanders. Which is great if you have lots of resources, and good commanders... and it's a total waste if you don't. The Allied method is very political and bureaucratic, with a bloated high command that gets in it's own way. Thus why we use special forces for everything these days, as to avoid using the chain of command. I've got no single source for this, this is just my understanding from drips of information I've collected from many people who know better, over the years. I have never had it explained to me up front, so alot of this is just me connecting dots on my own. I could be wrong about alot of things. In other words: "my source is, I made it the fuck up"
