Rome was the best player available at nine if they drafted a defensive end just because they needed one doesn’t make sense, it’s always better to draft the best player available and then try to fill that need later on or in free agency. You shouldn’t rush your team building process needs only, perhaps they can pick up another free agent in the middle of the seasonor end of season if they start playing really well and make the playoffs. But they got the best player and he can develop into one of the best receivers on this team.
