However, to use the roommates as a metaphor, being their own person didn't give them freedom to do whatever they want while sharing borders with the others. A dickish sovereign nation is still regarded as offensive, and if it gets too bad, annexation might be considered. So many sovereign nations within larger countries or next to small powerful ones try to employ diplomatic relations to appease them just enough to be left alone, but still regarded as a positive presence.
