This was played every morning as we marched from the parade ground to our classes at Holland Park State Primary School in Brisbane in the late fifties. The sound was delivered in varying quality through single 12 inch speakers in grey timber cases that were placed strategically on the verandahs around the school. Never to be forgotten. Of course we had words for the tune (yes, the same words, I'm sure) and they go through your head every time you hear this very stirring march.

That is actually a photo of the composer, Major Frederick Joseph Ricketts, Bandmaster in the British Army, and Royal Marines Director of Music. Also known as Kenneth J. Alford, his pen name as at that time he served, British military officers were not supposed to have outside jobs.

No-- it refers to a mythical steady, but not brilliant, officer, in much the same way that a bogey in golf (one over par for a hole) refers to an average, but not really all that great, golfer.
