Do we have to mix little bit of red with brown always? Or just use the brown colour straight away without mixing? Because that’s what my teacher told me to mix a bit of red when ever I do brown eyebrows

yes, her undertone is warm or the pigment used is warm. And after you correct with olive and the color is neutral, you can go for the desired color already. :)

If you cover old tattoos, do you need to wait 6-8 weeks to go in with the final target color or can you cover with orange (or whatever color necessary) on the first one or two passes and then use the target color on top all in the same visit?

I base it on their hair color. You can also see color charts of the pigment brand, they normally provide it. :)

If it is bright/vivid, you need to use an olive corrector to neutralize it. If it's faded, you can use your desired color.
