They could have enforced that penalty on the opposing teams next possession. I’ve seen it happen. They get the kickoff return and wherever the returner downs the ball at you tack 15 yards onto that.

It was wrong a peace sign is in no way taunting an opponent. The bird yes. But the peace sign come on give me a break. It was used by Winston Churchill during WW II. The refereeing has not been favorable towards the Buffs. I feel like they are anti Prime as well. That's my opinion.

Yes, either Coach Prime or Rick George need to call out the Refs and NCAA in a press conference and pay the fine if there is one. Refs are people, and we know who those people are, no matter their stated job, their other job is priority.
