^^ because there's so many writers in NYC and LA, that they can't keep track of it all. You ever tried to go to EVERY BLANK WALL in NY? nah. Colorado has smaller populated cites, so it's easier to get a "handle" on the graffiti. P.S. they DO buff graff in LA and NYC. Watch any documentary on graff and you'll realize that.
