That cell phone rule in the cafeteria is a genius move. It may be seem childish but some people just don't have good habits and this can help people cope being stuck on their phones all the time. I make it a point to put my phone in my coat pocket or with my wallet and keys when I go out to eat. Why? I don't need to look at my wallet or keys when I eat. If it's important I'm sure the phone will ring. If it's really important it will ring again. Other than that, it's not like it's a nuclear program. It's a phone.
