Colorado State Patrol to commercial vehicles: Carrying chains is the law

So if someone in a car doesn't have chains and the chain law is up do they get harassed like the trucks?

Imagine there are companies out here so naive they don't enforce the issue. Again September 1 for all those carriers who think they don't have accidents. There's a lot of experience drivers who always say they are accidents free with more than 20 years rather it's preventable or nonpreventable.
