Such a scenario presents a risk of collision due to each vessel's relative motion across the other's path. As per the International Regulations for Preventing Collisions at Sea COLREGS, the vessel on the right-hand side has the right of way, and the vessel on the left-hand side must take early and substantial action to avoid a collision. However, if a collision appears imminent or there is any doubt about the other vessel's intentions, both vessels are responsible for taking necessary action. Hence, marine students must understand and comply with COLREGS to ensure safe navigation and avoid accidents.
