When he attacked Thor, Rao, Atlas and Ares the other members of the SHAZAM family had their hero form. So he must have lost a big part of his true power. Enough to fight a god but not enough to defeat one.

I know one was like volcanoe(fire/magma) power and another was Darkseid dad's incredible strength. Forget which letter he is but yeah he was stupid strong.
