Cinder ran after he showed up, and this is with some of the fall maiden's power Mercury also did an "oh shit hes back face" when he first saw him arrive in town Long story short, if anyone is to be feared, it's Qrow. He's likely a legend in the hunter/huntress community

I disagree. Even if it would make for a more interesting plot, it's too early for Ruby to be anywhere near Salem. Qrow still hasn't explained anything to her concerning Salem, which is information that Ruby will need to hear before she goes anywhere near her.

Remember Ozpin kept ALL of the students of Beacon and everyone around the four kingdoms in the dark of Salem's existence, her pawns and her plans. The only ones who knew asides from him were Qrow, Goodwitch and Ironwood.

Everything about Salem and the four maidens Ozpin kept it under wraps from everyone except the ones mentioned who were in on it. Pyrrha was the only one who found out about the maidens and even with Jaune present when she was about to have Amber's powers he had no idea what was going on.
