Not sure if I remember correctly but by sending spy or capturing with engineers Radar Dome will grant you Parabombs reinforcements on some soviet structures.

no....radar give position of enemy when they move....the parabombs is airport....and it little bit hard to use

@requem90 is correct. Capturing with a Spy redirects two planes of para-bombs over the last Soviet island. Not really sure what they did though, if anything, considering that island was still unrevealed for me at that time.
