You can very easily sabotage the enemy bases' power early on by using the chrono tanks to destroy the conyard and advanced power plants, where they're outside the tesla coil's range. You could also send them to destroy the missile silos, immediately ending the mission.

So i have played the first part of this mission in multiple ways but i could not figure out what that fleeing general/commando actually does, killing him while he is running, killing him while he is still inside the radar dome and killing the chopper (he just stands still halfway to the chopper) I never let him escape though. So i'm curious what his purpose is.

That's a good question, I don't actually know myself. Since the enemy base is already established in this level it's possible just a single wave of reinforcements spawns if he exits the map. There is a similar general in Negotiations. If you can eliminate him while he is waiting for a naval transport to escape it prevents the Soviet MCV from spawning.
