What if I have shaking in my steering wheel and shaking in the floor what's the problem then

In my little experience check your steer axle leaf spring pin bushings at the shackle or front hanger … if the bolt isn’t centered at the bottom bundling the bushing had failed and you’ll feel that at higher speeds

Does it mean toe change a little bit as steer tires wears down? Because my truck steering never shake with newer tires, only does this when tires are 2/3 worn out

As a tire wears, the resulting vibration/lead of the tire will likely be worse than the problem that caused the tire wear in the first place. Without fixing the underlying cause you can get relief by changing tires, an effect exploited by many tire dealers/ alignment shops that won't align the vehicle without new tires.
