Why is it 'Any of the poor pupils can apply for a scholarship' instead of 'Some of the poor pupils can apply for a scholarship'? I don't see the statement being a negative statement. Thanks in advance

This any is actually anyone, meaning anyone who wants to apply and who is poor can apply for a scholarship. However, some would in this case have a meaning that some of the poor students who want to apply can apply, but not all. Hope I helped
