He was in a dungeon, which means he couldn’t leave to heal until he’d defeated all the trainers. Ice beam, hydro pump, and overheat all have low pp, so he needed to use magical leaf to save ice beam pp. This is why a move like extrasensory is so good for Kaizo ironmon, because it has both good power and high pp. If you don’t believe me. He literally says this exact thing after he got mirror coated LMAO
