I didn't get this clear 'You don't need to provide references at the application stage' Do you mean I can submit without filling the references section before selection?

For commonwealth shared scholarships, you can send your application without uploading the reference letters. However, you will need to provide referee details. However, for commonwealth masters scholarships, you need to check specific requirements for the nominating agencies. Some will mandate that you provide references with your application.

Hello, for Commonwealth Masters scholarships, do we need to apply for schools before completing the scholarship application process or we can apply later after submitting the scholarships.

Reccommended, though not strictly necessary, that you make prior contact before submitting your application. This doesn’t necessarily mean that you need an admission offer by the application deadline. You can just be as far as "I have submitted my application pending admission offer"

Is it a necessary requirement for one to have a master's degree or postgraduate diploma when applying for commonwealth shared and commonwealth masters scholarship? Or just a Second Class upper degree can do?

No it is notmandatory. If you have a 2.1 or first, you're good to go. If you have a 2.2, a postgrad qualification is desired.
