I'm a girl, and the problem is not he had a genderswap on Cyberverse. The problem was they just made him "smart" because he is a girl when he was supposed to be a bit dummy. Just because he is a "female" is not necessary to make this, she could be an adorable dummy just like Bubbles. This is my opinion anyway.

Well to be honest I don't think CV Skywarp did anything. Swoop did even more in 40mins that Skywarp did for the whole show (w/o dialogue!)

Well Skywarp is a scientist in some of the recent continuities (Main examples are Bayverse and Aligned continuities) so maybe the Skywarp in Cyberverse was once a scientist and that's why she is smart. Also Skywarp has never really been dumb, he is a scaredy cat in Animated and kinda a scaredy cat in Bayverse but he isn't dumb in those continuities. In G1 he is a bit of a dummy but almost everyone in G1 is also a little dumb.
