Universe 7 Representatives are stronger than The Z-Fighters though, either way I’m pretty sure it’s Danger not to their own verse but in general, Akatsuki had the 5 strongest nations in a continent scared of them but if they teamed they could take out more than half of the Akatsuki (and if we include Naruto it’s all of them losing and if we include Obito 10-Tails the nations are definitely getting folded unless they have more than one 8-Gate user) so The World Government would be way more dangerous because of it, but The Survey Corps ain’t doing anything they are less dangerous than The League of Villains (excluding Shigaraki) so they should of not made it that high

I would categorize the Stardust Crusaders under the Speedwagon Foundation since it was the SWF that funded the Crusaders amd gave them aid. The Speedwagon foundation has alot of international influence, boatloads of money and has vast knowledge on hidden truths like Hamon, Vampires and the Stone Mask and Stands.

Literally they have Tatsumaki the strongest esper in the verse, who is one of the strongest esper in anime too, they have Blast, who has dimensional capabilities, massively faster than light and have cosmos manipulation abilities and they have Saitama, who is literally indistructable. But the S class is full of strong heroes too, for exemple metal knight, who has literalky an army of robot, flashy flash who is faster than light and brilliant ninja, Bang, who is a great martial artist and etc etc

The Frieza Force is just this one guy. We're told that he has an entire empire but we've never seen it. Claims to have an entire army yet is hardly ever there and when we did see them (in Resurrection of F) they're nothing but a huge number of fodders. The only actual formidable commanders Frieza ever had was the Ginyu Force and that too was half assed soldiers, nothing but comic relief. If Toriyama would've spend time on Frieza's empire I'm sure it would've been one of the most powerful and feared organization, but we've seen hardly anything except a couple of spaceship floating in space and a few unnamed fodder soldiers. There's literally no organization, no ranking system or hierarchy within his army. We don't even meet any of Frieza's race except his Father. When you think about it it's a very poorly written "Empire" or Organization. Frieza is a great villain. He just doesn't have a good organization.
