Nope, he is that old. He witnessed the creation of Ea (the universe) alongside Gandalf and Saruman. Which means yes, he also witnessed the first age. He was the favourite and best servant/commander of Melkor, the mightiest of Ainur. He did things in first age, like causing the death of Finrod (the eldest brother of Galadriel), or fighting against Huan (the dog of Orome) and Luthien (the ancestor of both Aragorn and Arwen).

Sauron didn't create the One Ring or any of them for that matter. There are actually three mainline books set in Middle-Earth: The Carillian (or however its spelt lol), The Hobbit and The Lord of The Rings. Celebrimbor made the rings of power for Sauron and Celebrimbor, Sauron and Shelob planned to destroy Middle Earth together but Sauron betrayed them both so he could keep all the power for himself. You can find all this out in the games with Talion in them if you don't want to read the books which I didn't want to because haha lol Movies and games
