If you take up a relationship with somebody who already has children you have the responsibility to treat them as family because if you treat them differently you don’t have a family but a simple ‘cohabitation’ and you’re already on the road to failure!

True, but how do they do that when the woman has been left on her own? The bio father is no longer with her, refused to be involved and will not show up to court, the hospital or any court mandated paternity test? I'm not in favour of the father over the mother or the mother over the father, because we all know that not all cases are so clear-cut. It is just a messy business with children suffering for it, falling through the cracks left and right.

Same as they do now, notify the men by legal means and order them to court. If they don't show up and don't have a good reason, they go to jail. Then they can get the DNA while they are in jail. No automatic orders of child support just because they don't show up- that's counterproductive and causes more problems. The main objective should be to establish paternity, not to get money.
