The mad king is Aerys Targaryen, a Targaryen that was one of his ancestors (I think aemon) took over the kingdom about 200 years before aerys became king by line of succession. He’s called the mad king cause he went mad at the end of his rule and hewas killed by Jamie Lannister who was one of his king guard during Robert baratheons rebellion (Robert is the king when season one starts) so no he was not alive while Robert ruled. And Jon snows father is rhaegar Targaryen who is the mad kings oldest son and danerys’s oldest brother.

Cerci never poisoned Robert Baratheon. King Robert was badly hurt/impelled while drunk and trying to hunt a boar. There was several witnesses of no foul play.

Actually they did poison his wine, that's why the boar got him the way it did Robert was good at hunting and did it regularly it was the poison in the wine that did it ... She said she killed her husband because she was sleeping with her cousin Lancel, who continually kept his cup full of wine so he was too drunk to hunt properly. It’s also how Cersei was able to never sleep with Robert after their wedding night because he was too drunk to know she was “finishing him off in other ways”.
