I am from Meghalaya and i would say it's the best time to visit Meghalaya for someone who don't like rain much. It's not so wet not so dry either. But yes if you are a person who is having a very bad luck you can still get heavy rain fall but usually during October even if it rains it won't last for more than 3 days😁
