When I make brigadeiros/chocolate truffles, I only use three heaped tablespoons (roughly) of cocoa powder to one tin of condensed milk and heat it on the stove till it thickens. Just a tip if you want to save on cocoa powder. The mixture when it's warm is also heavenly!
