Any ideas why the clients are only allowed to connect to the vpn when 'Accept users without validating credentials' is selected? I have tried accepting requests on this server but does not allow users to connect using Meraki VPN.

Good question. My guess is there is something wrong in the configuration. It may have to do with your RADIUS configuration or with contradictory policies.
