Confirmed!! 4 star characters in the first and second half of Update 4.8 genshin impact

Initially in the first phase of version 4.8, we will get Heizou and Razor since they haven't appeared on any banners since versions 3.7 and 3.8
Shikanoin Heizou is almost confirmed to be rebooted, since the last two reboots were over the summer, on 2.8 and 3.7, so he has a high chance of rebooting on 4.8.
Chevreuse is another character who hasn't gotten a remake since her release in 4.3 alongside Navia, so if Navia returns to the streamers she'll be there too
As for version 4.8 Phase 2, Kaveh has been confirmed to be rebooted in it because he was released in version 3.6 along with Baizhu and has not gotten any reboot since then
This doesn't make sense, because they could have easily put it on Al-Haytham's banner or Bizhu's banner, but they didn't. That's why he should appear alongside Emily in 4.8 Phase 2
The other two characters we expect to be rebooted in 4.8, Phase 2 Banners are Koki Shinobu and Charlotte, as they both haven't gotten any reboots since 4.2.
