That's because Jere always made it seem that way. In s2 during his talk with Susannah he says it himself, he even told Belly so. He always pretends to be fine and he always has been a big flirt which made it seem that this wasn't serious for him. On the other hand, Jere doesn't know his brother at all. During s2e5 Jeres POV he says Conrad had no right and how he ignored Belly fo years when it was acutally Conrad, who always paid Belly attention. He gave her gifts, let her play along with the boys, would teach her things...Conrad always had a soft spot for Belly and Jere never saw that. Jere literally tried to come in between Conrad and Bellys growing relationship in s1 so...this gpe both ways, but Jere intentionally lies and treid to come inbetween them.

But on a serious note, if it were a different scenario where there were two sisters and a guy they are both interested in(star crossed lovers and attraction-just the way it is with belly/conrad and belly/jere)- and the guy would have told his star crossed lover that 'oh your sister is interested in me and i kissed her a few times', and then say 'being with you is all i ever wanted', wouldn't the first thing that comes to the girl's mind be 'ok if you were so invested in me that all you ever wanted was to be with ke, why tf would you kiss my sister' -THAT WOULD DEFINITELY COME TO MY MIND IF I AM IN A SITUATION LIKE THIS THAT INVOLVES MY SISTER.
