When we cannot change the value of those "const volatile" variables, then what is the use of using volatile?

The SFRs of any microcontroller having fixed address. For this reason, const is used so that no one can change the address (which is declared in .h header file) accidently or intentionally inside the program. Also these SFRs are communicating with external world. For that reason, they are also declared volatile.
