Cool idea in principle, but on practise, both here in Brazil and to a smaller degree in USA, the Judiciary holds more power over the other branches. At least here in Brazil, the executive chooses the supreme judge, whom holds power until they turn 70, and the Senate both approves or denies the president's choice, and can impeach a judge later. However, it's this same judge whom decides whether a corrupt senator will be punished or not, therefore the Judge holds power over the senators to do their bidding, including making laws and can veto the president or governor's decisions because of their "interpretation" of law. Supreme Judges in Brazil are no different from an absolute monarchs. They make and veto laws, make and veto administrative decisions, and judge the law however they please. If you speak ill of any judge in particular and they find out, you'll get arrested, no freedom of speech for you.
