It's unfortunate the project was plagued by the lengthy delays, primarily to what came down to a difference in engineering judgement. One issue I still haven't seen or heard addressed is who is now ultimately assuming design liability for the structure? Arup-CFC was brought in after FIGG was removed from the project, but then TxDOT brought in IBT for an independent engineering review. IBT addressed the 5 alleged design deficiencies (which Arup-CFC initially disputed) and Arup-CFC modified their design to accommodate the recommendations made by IBT. So if there are problems in the future, who is ultimately responsible - Arup/CFC as the Engineer of Record or IBT who recommended the design changes? After the lengthy delays to review and modify the design, I don't expect any future problems with the performance of the bridge but the design responsibility surely needs to be addressed.
