The leader is Jacques Jou-Jerville, who appeared in a few early 1930s French-themed Hollywood films (one with Maurice Chevalier, and another with Adolphe Menjou and Claudette Colbert). He perhaps led an all-string ensemble in a posh Hollywood hotel dining room!! The unidentified announcer may be the vocalist on "If I had a Talking Picture of You." Obviously this is a low budget production!
