1. Word of mouth. Don't hire anyone who isn't well established. You might pay more, yet it's better than hiring someone who cuts corners or is unorganized, or is a sheister. 2. Know where they live. If the authorities need to get involved, you can lead them to the culprits house. 3. Don't put too much faith in online reviews. More often than not, popular review sources tend to be full of false positives. Essentially paid reviews. Without naming the obvious, I think you know whom I mean. This is the only way to cya. (Cover Your Arse).
