I’d love to see a method of measuring/validating PDN impedance performance on a real PCB. How do you do that?

I'll get into this deeper in our filming session this week. In short, it's because the dominant impedances are all in parallel, so you get an impedance equation that is inversely proportional to a product of all the series RLC impedances. This impedance equation has multiple roots where there is a pole (infinite amplitude response), with one pole located very near to the natural frequency for each equivalent RLC circuit for each capacitor. I'll do a derivation of it so you can see what I mean.

Does anyone actually sell these, it seem they are mostly discontinued? I can't find any, besides a few end of life buys.

Yes they are for sale still, but not always marketed specifically as "controlled ESR" capacitors. I think the last time I had looked for these I saw some from AVX Kyocera, they were in larger SMD case sizes though.

ESR stands for "Equivalent Series Resistance" and not "Effective Series Resistance" as Zach it mentions several time in the video

You will see both used to refer to the same thing. Equivalent is more popular. I use them interchangeably as do some component manufacturers.
