I have gone over it over and over, but changing the time of a timer in an HMI is proving to be a challenge, counters are easy just choose a specified tag from the program block list, make sure its name is PV (preset value), and the data is INT not BOOL. But thank you for your response.

Hello, I am working with an HMI Basic KTP700 with step7 is it possible to change the PT time using the HMI?

It should be. Just drag the tag you created for the PT to the HMI screen and you should be able to press the screen and change the time once you have downloaded it to the HMI.

They must have wrecked something in TIA V14 I can't even drag the ACC over to the screen for the timer. How do you show the value when you go over 60 sec like 10 minutes?

It is a little trial and error. You have to set the decimal point to correctly.
