i don't understand why he didn't just tinker time vault every time he had a key instead of citadel.

If he plays Bolas, he can relatively safely set himself up to win through enemy responses. With the number of rocks he had, there are many ways for him to net mana and card draw. Making him relatively interaction-proof The second reason is that when he tinkers, he oftentimes didn't have the 1 mana for activating the key.
