My theory: As you already know, you can unlock the Garden snake and the Mole early. I think Adopt Me did this as a head start to get a secret legendary. Maybe there are two different secret legendaries? This Golden Tortoise pet or a sort of "Many Moles" pet! I am probably wrong but this would make sense considering all the hints we have been given! You could trade 6 Garden snakes for the Golden Tortoise, and 6 moles for a "Many Moles" pet! This is my theory!

The vault is only going to be opened for a couple of days. And you need 6 of both common pets to get one of both legendaries in the vault. So basically you need a lot of bux in other to get alot if them in time. I wish I knew this I would've saved up my money.
