Ingredients
2 1/4 cup flour
3 1/2 tsp baking powder
1 1/2 cup sharp cheddar cheese
6 tbsp butter
1 cup cold milk
1 tsp mustard
Pinch of yellow food coloring
1 small bell pepper
2 scallion
Parsley
1/2 tsp garlic powder
Topping
1/3 cup whole milk
1/2 cup cheddar cheese
Bake 375 for 15 minutes
