To be fair, Cool cat is able to feel more then one emotion. He can get angry, scared, sad and confused. Plus, if the story is actually competently written (aka, not by Derek Savage), there is potential of him being able to talk about complex issues (Like Death (Sesame street), or Assassination of JFK (Mister Rogers)), which is not something, that I can see happening with Barney. So in that sence, yeah, Cool cat is better then Barney... But I do not know about Cooler, though...
