Stop signs on private property in CA can be enforced if the property owner agrees and signage is posted at the entrance of the property or the lot is open to public access (i.e., no gates). That looks like an LASO vehicle to me. The deputy could have written the tag but chose to fulfill what a traffic stop is really intended to do - educate a motorist. Good on the deputy and good on the rider for posting the video showing what she'd done.

When I last worked retail, the mall-owner had a standing written-request with our town/city requesting the PD to enforce traffic-laws in the mall's lots. On the real roads I got a California stop ticket. It had to be more than 15 years ago. The ticket was $77 ! Cop was nice, he said he didn't want to give me a double whammy so only gave me a warning on the speeding. Now even to this day I pull up to a stop and don't look left until I'm fully stopped. Deputy needs to review how traffic control devices work on private property (such as a parking lot)... They are non enforceable as it isn't a public roadway. Unless the city / county owns, and maintains it... He couldn't cite her anyway. Had a call to a fender bender in a parking lot, one guy was suspended. Couldnt do anything other than a report for the insurance because we couldn't enforce traffic laws outside of public roadways. No different than if youre teaching you non licensed kid to drive in a parking lot, private property = cant enforce (with very few exceptions)

Parking lots are private property.. Cops can't give you a ticket for running a stop sign on private property

Did you know stop signs in parking lots aren’t the same as street stop signs? Look it up.
