A prime example of a criminal who joined the police so he could hide behind the uniform and badge. Even went as far as to call the victim of the theft a liar. It also appeared that his colleaques felt bad for him getting caught.

FYI North Carolina Criminal Law Chapter 14-90, the crime of embezzlement occurs when an individual, in a fiduciary capacity, rightfully receives property in his or her role (in the fiduciary capacity) and then intentionally, fraudulently and dishonestly uses it for some purpose other than that for which it was received. Embezzlement is a felony charge in North Carolina. Theft isn't a felony until it exceeds $1000.

Technically, they're Civil Servants, supposedly working for the people, he stole from a civilian, which means it definitely could constitute embezzlement. Definitely should have been armed robbery over 500 though. He didn't transfer money around, he straight tied him up under threat of armed violence, and removed his money from his person.

No, there’s absolutely no excuse for stealing. Years ago I held a cashier’s position at a county clerk’s office. I made hardly enough money to live on so forget about extras. Actually, I made $12,000 annually in the mid eighties. At the time we only accepted cash or checks. Citizens paid their delinquent property taxes at our office. I handled thousands of dollars daily, never once did I think about taking a single penny… and I was financially struggling badly. There’s no excuse for this cop’s thievery. Period!!!

I live in the south alot of deputies and city police pick up work with the company I worked for. Limousine/bus, alot drive and or private security for events, I can't recall a time that we didn't have all that we needed. Oh to be clear I was a mechanic not a driver or leo!

The sad thing is, this brother stood kept apologizing for having to stand his ground out of fear of being murdered for "resisting arrest". Police officers SHOULD NOT be able to turn off their body cameras. The sole purpose of wearing them is accountability!!! We've got to push our lawmakers to legislate this. There is a longer video where he is interviewed by internal affairs. He is handcuffed and his ankle is cuffed to the chair as well. He was arrested and immediately placed on unpaid leave. After 15 years he quit the next day to avoid being fired.

Embezzlement will be tossed out in court and they know that. This man did not steal from his employer to be charged with Embezzlement!! A thief is a thief, is a thief, is a thief. There is no excuse for theft. But look how they charged him with the smallest, most minimal offense, a charge that has nothing to do with the offense. This is a plight to have the wrong charge tossed by the judge or for the prosecutor to say that they have insufficient evidence to prosecute a charge of embezzlement. Where are the other five REAL charges that would apply to this crime? 1. Evidence Tampering 2. Witness intimidation. 3. Obstructing an investigation 4. Oath of office violation 5. Being armed with a weapon in commission of a felony.

Oooooh, so they DID arrest him?! He swore straight up and down that he didn't take any of this young man's money but when the supervising officer found the money it was in the driver's side door with a receipt in it. I'm proud of this young man for staying calm and respectful to the end.

His own department charged him with embezzlement on March 15. CMPD previously said Chapman remained on unpaid administrative leave after his arrest, but department spokesperson Mike Allinger said Tuesday that Chapman resigned the next day. His charges are pending. Chapman is scheduled for a probable cause hearing next month, according to court records. All the videos from the incident can be watched on CMPD’s KZbin channel

They probably knew and were in on it. Watch the video again. Soon as the victim realizes that the thief was stealing. Sarge quickly tries to shield his view and is trying to distract the victim. And the female officer tries to repeatedly distract him by saying we need to do a $$$ count. Instead of saying ok let's end your suspicion and have officer Chapman step out. They do everything to distract him for over 10 minutes. And when they finally have him open the car door. Sarge and Chapman try to block his view of the vehicle interior. Then later in the interrogation room. Sarge repeatedly interrupts the victim and gets antagonistic against him. But when sarge talks to the thief at his desk he's calm and polite. 🤷

Actually, all Americans have the right not to incriminate themselves. You absolutely CAN lie to the police about a crime YOU were involved in. You can't provide false statements about an investigation that's not pertaining to yourself or give a false identity. But you cannot be charged for denying that you were the perpetrator of a crime that you actually DID commit. Otherwise everyone who's found guilty of any crime would by default be guilty of falsification for pleaing "not guilty" at their arraignment
