Improved sound, BUT for $450 I would expected to seen new pipe front to rear, and a 2.5" pipe to allow thjat v8 to breath, would add a deeper sound to it too....

The wires could also have been for emergency lights behind the grill (mounting tabs there) or on the push bumper cross over bar. You're right about the hood. That's what I was taught in '85. Stun & stuff into the backseat. Peer pressure then to rarely handcuff prisoners. You controlled them.

Wow, the Crown Vic turned out great! It looks so much better without the stickers on it and the Flowmasters sound awesome. If you'd like the exhaust to be a little louder, I'd suggest deleting a set of the cats or two. I used to own a Mustang SSP, the police package Mustang and it actually had 3 sets of cats on the H-pipe. I imagine your car has something similar and if you remove a set or two of them, it'll definitely make it louder. I can't wait to see this car after paint.

I did the same 40 series on my crown Victoria however, I took out the tail pipes and did a turn down right after the muffler. Wasn’t too loud but sounded really nice and gave it that old school muscle sound it needed. And do a secondary cat delete. Those just take up unnecessary horsepower.
