The point of Superman and Wonder Woman is that their muscles are stronger per cell than a regular person's. It's like how Linda Hamilton wasn't originally sold on the idea of Arnold as the Terminator because he looked too strong. Think about the scene in Guardians of the Galaxy. When Gamora says that Thor's muscles are made of Cotati metal fibers, she is implying that his strength is superhuman.

Probably the most muscular superman casted till date, he is muscular enough that some people in fitness community are convinced that he is roided. I know that such superheroes doesn't need big muscles to be strong as they are built different from the cellular level, nevertheless, they also go for muscular and strong looking actors to cast as superman, don't they? Speaking of Thor, Chris was asked to bulk up to play Thor. Clearly, you haven't seen women who actually take steroids because you think Gina body is "top end". Look up some roided women bodybuilders, that might give u some idea. Gina carry considerable amount of body fat in her post-MMA carreer which helps her look bigger. She is thick, not ripped. There is a difference. Wonder woman is battle hardened warrior who is trained in wide variety of training methods since childhood. It would make sense that she has good amount of muscle.
