Texas Penal Code 38.02 actually says ID only has to be presented when an individual has been “lawfully arrested”. A person that has been detained doesn’t have to show ID, but, they can’t give a false name if they choose to identify.

Correction! The polices property is PUBLIC PROPERTY and he can go onto public property as long as it is not posted restricted access and has no fences or barriers! I saw no signs. He could walk up to their gate if there are no signs and unless he was breaking some law could not be LEGALLY trespassed! You implied it was only because he was on the road that he could not be trespassed. Get your facts correct. I will agree if he hasn’t been on the property he is unable to have possible trespassed therefore the cops can have no reasonable suspicion !

One mistake you made is that Texas has penal code 38.02, which says that you have to be lawfully arrested! Not under detention!! Also, prison guards have no right to be identifying anyone or arresting anyone!!

Again 38.02 does not say you have to provide ID if you are detained. It say's lawfully arrested. If detained you can not give them false info but it does not say you have to ID if detained. I think this is the third time a have had to correct you. Hope you get it right from here on. a)A person commits an offense if he intentionally refuses to give his name, residence address, or date of birth to a peace officer who has lawfully arrested the person and requested the information. (b)A person commits an offense if he intentionally gives a false or fictitious name, residence address, or date of birth to a peace officer who has: (1)lawfully arrested the person; (2)lawfully detained the person; or (3)requested the information from a person that the peace officer has good cause to believe is a witness to a criminal offense.
