It just means that you're still growing when your bar starts to fill up again so you can keep pushing

Also pay attention to when Corgi *sends* troops in the very very early game. Corgi himself is watching the bar that fills up around the number in the top middle of his screen. It has 'ticks' and he's carefully picking the moment to send troops when it will maximize his gains. The "infinite growth phase" usually starts once you hit around 7k, I believe its around the 6th time Corgi hits send troops.

To add, he calls it thr infinite growth phase because it's at the point where he's getting troops faster than he is expending them as he attacks the grey, unclaimed land. Basically, he doesn't need to wait to time his ticks, he just keeps the attack into unclaimed land permanently supplied until he gets blocked by bits and players, which doesn't take long because everyone else is also expanding super fast.
