cormorants can eat whole fish! They have expandable throat pouches called gular skin, which allows them to swallow fish much larger than the diameter of their throats. They often swallow fish head first to make it easier to consume.

If this bird would dive to catch this fish, he would never be able to bring it to air and swallow it. Thats the point.
